Silica Sand Rulemaking Advisory Panel

The Minnesota Pollution Control Agency (MPCA) and Minnesota Department of Natural Resources (MDNR) have formed this joint advisory panel that will provide input to the agencies regarding regulation of silica sand operations in Minnesota. The Minnesota Environmental Quality Board will also participate in the advisory panel process to receive advice on rules related to silica sand environmental review.


The panel had its first meeting in January 2014, and will continue with working meetings until the agencies propose anticipated rule amendments. This process is likely to take about one year.

  • Working meetings of the panel are open for public observation.
  • Meetings will be held in locations convenient to the panelists.
  • The agencies will post approved meeting materials.

Upcoming meetings

In-person meetings will be held at the People’s Energy Cooperative (Oronoco, Minn.) and run from 10:00 a.m. to 3:30 p.m.
